
On April 22, 2026, local time, the first meeting of China-Cambodia “2+2” strategic dialogue mechanism between foreign and defense ministers was held here in Phnom Penh. Foreign Minister Wang Yi and Minister of National Defense Dong Jun co-chaired the meeting with Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn and Deputy Prime Minister and Defense Minister Tea Seiha. The two sides exchanged in-depth views on bilateral relations, political and defense security cooperation and international and regional situations, and reached a broad consensus.
Wang Yi stated that the current international situation is undergoing turbulent changes and intertwined disruptions, weighing on the stability and development of regional countries. In the face of a complex and grim external environment, China and Cambodia have maintained strategic clarity, stood side by side and supported each other, which has further cemented bilateral mutual trust and steadily boosted strategic resilience. President Xi Jinping’s historic visit to Cambodia last April and in-depth strategic communication with Cambodian leaders opened a new chapter for building an all-weather China-Cambodia community with a shared future in the new era. The leaders of both countries agreed on establishing the “2+2” strategic dialogue mechanism between foreign ministers and defense ministers of the two countries to inject new impetus into fostering stronger strategic mutual trust and strategic coordination. The convening of this inaugural meeting fully demonstrates the time-tested ironclad friendship between China and Cambodia and underscores the high priority both sides attach to deepening strategic cooperation. China stands ready to work with Cambodia to develop this mechanism into a strategic platform for political and defense security cooperation and a key bond for bilateral solidarity and mutual assistance, so as to make new strides in building the China-Cambodia community with a shared future.
Wang Yi noted that amid accelerated major changes unseen in a century, China and Cambodia need to need to forge closer solidarity than ever before. Both sides should deepen political and security cooperation, strengthen the exchange of governance experience, enhance their respective governance capabilities, and firmly keep the initiative in national development and security in their own hands. China supports Cambodia and Thailand in implementing the consensus reached at the China-Cambodia-Thailand Fuxian Meeting, making good use of existing bilateral mechanisms, strengthening dialogue, rebuilding mutual trust, and improving relations. China is ready to provide platforms for more comprehensive and effective communication between Cambodia and Thailand. China will continue to support Cambodia in accelerating development and revitalization, and its efforts to improve people’s livelihoods. China will also continue providing humanitarian support for the resettlement of Cambodian border residents and other needs, and advance cooperation on poverty alleviation demonstration projects.
Wang Yi stated that the international community is currently undergoing the most profound turbulence and transformation since the end of the Cold War. China appreciates Cambodia’s active support for the four major global initiatives proposed by President Xi Jinping, and stands ready to deepen cooperation with Cambodia within the framework of the initiatives, build an Asian security model featuring common security, seeking common ground while reserving differences, and dialogue and consultation, and steer the global governance system toward greater fairness and equity.

Dong Jun said that the coordination and synergy between the diplomatic and defense authorities of China and Cambodia is a strategic choice to address risks and challenges and build a solid security shield, which will surely inject new impetus into safeguarding the security and development interests of both countries and sustaining long-term regional stability. Tea Seiha stated that this meeting fully demonstrates the unbreakable traditional friendship and comprehensive strategic partnership between Cambodia and China. The dialogue has enhanced high-level strategic communication and deepened political mutual trust between the two countries. Cambodia has always attached great importance to cooperation with China in various fields, including defense and security, and is ready to build on existing bilateral frameworks to sum up experience, strengthen coordination, actively explore new cooperation pathways, and promote steady progress in Cambodia-China relations.
In the meeting, both sides agreed that, in the face of the current international situation, they should maintain strategic clarity and strategic determination, safeguard political and regime security, and support each other’s core interests. Both sides pledged to solidly advance pragmatic cooperation in various fields and continuously add new substance to the China-Cambodia community with a shared future. The two sides emphasized the need to coordinate high-quality development with high-level security, oppose any forces seeking to undermine the ironclad friendship between China and Cambodia, deepen law enforcement and defense cooperation, jointly combat online gambling and telecom fraud, and safeguard their respective cybersecurity. The two sides also committed to closer cooperation under the four global initiatives, support the settlement of regional disputes through dialogue and consultation, jointly reject unilateralism, bullying and power politics, and uphold global free trade as well as international fairness and justice.
