
On April 22, 2026, local time, Cambodian Prime Minister Hun Manet met in Phnom Penh with Foreign Minister Wang Yi and Defense Minister Dong Jun, who were in Phnom Penh for the first meeting of China-Cambodia “2+2” strategic dialogue mechanism between foreign and defense ministers.
Hun Manet asked Wang Yi to convey his cordial greetings to the Chinese leaders. Hun Manet congratulated China on its tremendous achievements under the leadership of President Xi Jinping and the Communist Party of China, and thanked the Chinese side for its all-around support to Cambodia’s economic and social development, as well as for providing security for the medical checkup and treatment of the Cambodian royal family. Hun Manet stated that Cambodia regards China as its most important and reliable good friend, and that President Xi Jinping’s historic visit to Cambodia last year has effectively elevated the development level of bilateral relations. Cambodia attaches great importance to the “2+2” strategic dialogue mechanism between foreign and defense ministers of both countries, and this meeting will surely be a great success and become an important platform for enhancing mutual trust and promoting cooperation. Cambodia firmly adheres to a friendly policy towards China and resolutely upholds the one-China principle. Cambodia looks forward to strengthening high-level exchanges with China, expanding institutional dialogues, and deepening practical cooperation in areas such as clean energy, agriculture, infrastructure and talent cultivation, so as to jointly build an all-weather Cambodia-China community with a shared future in the new era. Cambodia welcomes Chinese enterprises to invest in Cambodia and resolutely combats online gambling and telecom fraud, and is willing to strengthen cooperation with China in this regard. The Cambodian side highly appreciates China’s active role in international and regional affairs, and is willing to closely coordinate and cooperate with China on multilateral platforms, such as the United Nations to jointly safeguard multilateralism.

Wang Yi conveyed the best wishes of the Chinese leaders to the Cambodian side, stating that China and Cambodia are sincere friends and enduring partners. The friendship between the two countries has stood the test of time and emerged stronger, proving itself to be ironclad and unbreakable. President Xi Jinping’s historic visit to Cambodia last year has led the bilateral relations into a new stage of building an all-weather China-Cambodia community with a shared future in the new era. In the face of a tense and chaotic external environment, China and Cambodia need to strengthen solidarity and cooperation more than ever before. China will act on the important consensus reached between President Xi Jinping and the Cambodian leaders, ensure a successful first meeting of China-Cambodia “2+2” strategic dialogue mechanism between foreign and defense ministers, coordinate the two major tasks of development and security, adhere to the two fundamentals of people’s livelihood and public support, resolutely exclude external interference, continuously deepen strategic mutual trust, promote all-round cooperation, and contribute to the development, revitalization and long-term stability of both countries.

Wang Yi stated that China and Cambodia will stay firmly on the path of friendship paved by the older generation of leaders of both countries, and translate the vision of a community with a shared future into all aspects of bilateral relations. Both sides should maintain high-level exchanges, jointly promote the construction of the “Industrial Development Corridor” and the “Fish and Rice Corridor”, and help Cambodia enhance its capacity for independent development. Cross-border online gambling and telecom fraud endanger the safety of people’s lives and property, and must be resolutely cracked down on and completely eradicated by both sides. The two sides should firmly support each other in international multilateral affairs, respond to severe external challenges with China-Cambodia strategic coordination and strategic resilience, and work together to uphold fairness and justice.

During the meeting, Hun Manet briefed on the situation regarding the Cambodia-Thailand border conflict, expressed gratitude for China’s efforts in facilitating negotiations, and looked forward to China playing an even greater role in this regard. Wang Yi said that China is willing to continue to build more platforms for the resumption of exchanges and direct dialogue between Cambodia and Thailand.
